The environmental assessment portal of Italy's Ministry of the Environment and Energy Security (MASE) shows 1,521 national procedures still open for PNIEC-PNRR projects: 1,333 environmental impact assessments (VIA) and 188 single environmental measures (PUA). 97.8% of them concern renewable plants, and half of them started more than 3.0 years ago.

Agrivoltaic plants account for 689 procedures, onshore wind for 583, solar PV for 169 and offshore wind for 38. Where the project description states the total capacity, in 1,331 of the 1,488 renewable procedures, it adds up to 83.1 GW. That is a floor, because the other descriptions do not give one unambiguous figure. The other works are roads, railways, gas pipelines and industrial plants, which the portal also files under PNIEC-PNRR projects.

Most of them, 1,011, are in technical review by the commission. Another 365 (24.0%) sit in one of the stages the portal labels as awaiting the joint decision ("concerto"), an opinion or signature of the culture authorities, the review of a dissent or substitute powers, or at the Presidency of the Council of Ministers, where 212 procedures are.

The median open procedure started 1,096 days ago. 1,295 procedures (85.1%) are more than two years old, and 762 (50.1%) more than three. The date is the start date the portal gives for each procedure.

By the portal's own statistics, 2,297 VIA procedures for PNIEC-PNRR projects have started since 2021 and 694 have concluded. In 2025, 171 started and 274 concluded; so far in 2026, 42 have started and 211 have concluded. The statistics count procedures by the portal's own rule, so they do not match the count from the lists.
