A producer certificate does not put a project in the queue for a grid connection. The priority framework does: which group the project belongs to, when its file became complete, and how much capacity is left in that group. Here is how the framework works at ΑΔΜΗΕ and ΔΕΔΔΗΕ, with the provision behind every rule.

It is often assumed that once a project holds a producer certificate (Βεβαίωση Παραγωγού), it is in line for a connection. It is not. The law leaves the priority framework for Final Connection Offers (Οριστική Προσφορά Σύνδεσης) to a decision of the Minister of Environment and Energy. The framework covers renewable, high-efficiency CHP and storage stations, at both the distribution network operator and the transmission system operator, and it may differ between the two and for saturated networks (Law 4951/2022, art. 89(1)). It applies notwithstanding any other general or special provision (art. 89(5)).
The decision in force today is ΥΠΕΝ/ΓΔΕ/84014/7123/12.08.2022 (ΦΕΚ Β΄ 4333). Its article 2, which sets the ΑΔΜΗΕ groups, was replaced in full in January 2023 (ΥΠΕΝ/ΔΑΠΕΕΚ/7063/374, Β΄ 275), and the Group Β time limits changed in September 2025 (ΥΠΕΝ/ΓΔΕ/95054/3875, Β΄ 4710). Law 5299/2026 cites the decision with exactly these amendments.
On the transmission system, requests fall into six groups, and each higher group goes ahead of all the groups below it (art. 8(1)). Many groups and subgroups have a capacity cap, and ΑΔΜΗΕ moves on to the next group once it has granted the offers of the previous one within that cap (art. 8(3)).
For an ordinary project the consequence is simple, and often unwelcome. A ground-mounted PV plant with no bilateral PPA and no storage, which meets no specific Group Α criterion, as a rule ends up in Group ΣΤ: the back of the queue.
Within each group, ΑΔΜΗΕ examines requests in the order in which they became complete (art. 8(1)). For groups Β and Δ, the position depends on completeness of the file with the supporting documents the group itself requires; for groups Ε and ΣΤ, on the order of filing. Where completeness counts, a missing document is not a formality: the project's place runs from the day the file became complete.
Two more rules weigh on a schedule. A station that meets the criteria of several groups goes into the highest one, unless the holder irrevocably declares that it prefers a lower one (art. 8(4)). And a group's cap cannot be exceeded, with one exception: the last request may take it up to 3% over, and that offer can be granted at a capacity reduced by up to 40% so that it fits (art. 8(5)).
Group Β rewards a commercial commitment. The producer signs, or commits to sign, a bilateral power purchase agreement with a non-household final customer located in Greece, or with a supplier that commits to sell to such customers. The agreement does not have to provide for physical delivery of the energy.
There was also a one-off arrangement under Law 5095/2024: absolute priority, capped at 2,950 MW, for projects that had already filed a complete request with ΑΔΜΗΕ on Group Β terms and had signed, or committed to sign, a bilateral agreement with a supplier (art. 30(8); ΥΠΕΝ/ΔΑΠΕΕΚ/88889/2592, Β΄ 4918/2024).
On the distribution network the framework is different, with five groups (art. 9):
The order depends solely on the date the application became complete. Group Γ, however, takes its place as if it had been filed four months earlier, and Group Δ as if it had been filed one month earlier (art. 9(4) and (5)). The ranking is done separately for each ΔΕΔΔΗΕ Region. The lists are updated on the last working day of each month and published within the first five working days of the next; in between, new applications do not change the order, except those of Group Α (art. 9(9) and (11)).
Law 5299/2026 moved self-consumption under simultaneous or virtual simultaneous netting, and PV on buildings, up into Group Β at every substation of the distribution network, except in saturated areas and on the non-interconnected islands' network (art. 51, amending art. 14(9) of Law 3468/2006).
In areas with saturated networks, a common framework applies to both operators. It is based on the ΔΕΔΔΗΕ groups, with some special rules: hybrid stations on the non-interconnected islands, for example, go into Group Β (art. 11).
The law requires storage stations that do not limit the network's hosting capacity to be examined separately (Law 4951/2022, art. 89(4)). Today the picture is as follows:
For anyone assessing a portfolio, connection risk is not read from the producer certificate. It is read from three facts: each project's group, the date its file became complete, and the capacity left in the group. All three move. A law can shift a category into another group, as Law 5299/2026 did with self-consumption, and a cap can fill up before your turn comes.
Keep track, too, of the deadlines that start with the offer. In Group Β, the signed agreement and the priority guarantee have nine months, and if the agreement is missed the offer lapses automatically. The validity of the Final Connection Offer itself follows other terms, set out in the Greek renewables permitting calendar.
MitOS, by Ariadne Labs, derives the permitting route from the law itself. Change one project fact and the whole route re-derives, every requirement carrying the provision it comes from. The deadlines that follow go into a rolling 90-day calendar with a live alert feed, so that what is due shows up while there is still time to act.

No. The order for Final Connection Offers is set by the priority framework of ΥΠΕΝ/ΓΔΕ/84014/7123/2022, which applies notwithstanding any other provision (Law 4951/2022, art. 89(5)).
At ΑΔΜΗΕ, with no bilateral PPA, no storage and no specific Group Α criterion, as a rule Group ΣΤ. With a bilateral PPA it can seek Group Β, and with integrated storage Group Δ.
The bilateral agreement guarantee is EUR 100,000 per MW. A separate priority guarantee is also required, which for Group Β is lodged within nine months of the issue of the offer.
On the last working day of each month, separately for each of its Regions, and it publishes the lists within the first five working days of the following month (art. 9(9) and (11)).
Yes, with the 2023 (Β΄ 275) and 2025 (Β΄ 4710) amendments, as Law 5299/2026 also cites it. Laws 5299/2026 and 5325/2026 added special rules for self-consumption and storage.
This page summarises provisions for information and is not legal or technical advice for a specific project. The provisions were checked in the original gazette on 20 October 2026. Only the official publication in the Government Gazette is authoritative. Whether capacity remains in a group, and where a project stands in the queue, can only be read from the competent operator's lists.
Permitting energy projects is a labyrinth. MitOS is the thread.
